Position Overview

The Bid & Commercial Manager role plays an important role in supporting the commercial function by coordinating and delivering high-quality bids, tenders, proposals, and contract responses that contribute to ReStart’s continued growth and success.
Working closely with the Sales and Commercial Department, the successful candidate will support the full bid lifecycle, from opportunity identification through to submission and post-tender activities. The role also provides support across contract administration, commercial documentation, procurement frameworks, and wider commercial operations.
This position is ideal for a junior-to-mid level professional with strong organisational skills, excellent attention to detail, and a genuine interest in developing a career within commercial operations, bid management, and healthcare sales support.

Key Responsibilities

Bid & Tender Management:

  • Lead and manage the end-to-end bid lifecycle, from opportunity identification and qualification through to submission and contract award.
  • Take ownership of the planning, development, writing, coordination, and submission of high-quality, compliant, and compelling bid and tender responses.
  • Review tender opportunities and procurement documentation, assessing strategic fit, commercial viability, resource requirements, and probability of success.
  • Develop bid strategies and win themes that clearly articulate ReStart’s value proposition and competitive advantage.
  • Coordinate bid activities across operational, finance, product, and leadership teams to ensure timely delivery of high-quality responses.
  • Write, edit, and quality-assure bid content, ensuring submissions are persuasive, evidence-based, and aligned to customer evaluation criteria.
  • Manage bid governance processes, including bid reviews, sign-off approvals, risk assessments, and submission readiness reviews.
  • Ensure all submissions are fully compliant with procurement requirements, framework specifications, and contractual obligations.
  • Maintain detailed bid plans, submission schedules, action trackers, and version control throughout the bid process.
  • Lead post-submission activities, including clarification responses, presentations, negotiations, and feedback reviews.
  • Analyse bid outcomes and customer feedback to identify lessons learned and drive continuous improvement in bid performance and win rates.
  • Develop and maintain a comprehensive bid content library, including case studies, standard responses, evidence repositories, and best-practice templates.
  • Monitor relevant procurement portals, frameworks, and market opportunities, ensuring ReStart is well-positioned to pursue strategic opportunities.
  • Provide expert bid management guidance and support to stakeholders across the business, acting as the central point of contact for all tender-related activities.
  • Produce regular pipeline, bid activity, and performance reports for senior leadership, providing insight into opportunities, risks, and conversion rates.

Frameworks & Compliance:

  • Support the management and maintenance of procurement frameworks and tender portals.
  • Monitor procurement platforms and identify relevant tender and contract opportunities.
  • Ensure all bid documentation aligns with framework requirements, governance standards, and regulatory compliance obligations.
  • Maintain accurate records relating to submissions, accreditations, and compliance documentation.

Contract & Commercial Support:

  • Assist with the preparation, administration, and management of customer and partner contracts.
  • Support contract updates, document control processes, and commercial record keeping.
  • Assist the Commercial Operations Lead in reviewing contractual documentation and identifying key commercial risks or issues.
  • Provide support and operational cover across commercial activities during periods of increased workload or team absence.

Collaboration & Continuous Improvement

  • Work collaboratively with the Commercial Operations Lead to improve bid processes, templates, and submission quality.
  • Contribute to the continuous improvement of commercial operations and knowledge-sharing practices.
  • Act as a reliable point of contact for bid and commercial support queries across the business.
  • Support the development of efficient processes and administrative best practices within the commercial team.

Skills & Experience

Essential:

  • Previous experience in a bid support, bid coordination, sales support, commercial support, or tender management role.
  • Demonstrable experience supporting the end-to-end bid and tender process, including opportunity qualification, content collation, response development, submission, and post-tender activities.
  • Strong bid writing, editing, and proofreading skills, with the ability to produce clear, compelling, and high-quality responses tailored to customer requirements.
  • Experience interpreting tender documentation, specifications, evaluation criteria, and compliance requirements.
  • Experience using procurement portals, tender management systems, and framework platforms.
  • Excellent written communication skills with exceptional attention to detail, accuracy, and document presentation.
  • Strong organisational and project coordination skills, with the ability to manage multiple bids, deadlines, and competing priorities simultaneously.
  • Ability to collaborate effectively with subject matter experts and stakeholders across sales, operational, clinical, finance, and leadership teams.
  • Proficiency in Microsoft Office applications, particularly Word, Excel, PowerPoint, and Outlook.
  • Ability to work independently, take ownership of assigned activities, and deliver to tight deadlines.

Desirable:

  • Experience writing and coordinating bids within the NHS, healthcare, or wider public sector environment.
  • Understanding of NHS structures, procurement processes, commissioning arrangements, and healthcare frameworks.
  • Knowledge of public sector procurement regulations and tendering best practices.
  • Experience maintaining bid libraries, knowledge repositories, and reusable response content.
  • Awareness of contract administration, commercial documentation, and contractual risk considerations.
  • APMP Foundation certification or a willingness to work towards a recognised bid management qualification.
  • Experience supporting submissions through frameworks such as Crown Commercial Service (CCS), NHS procurement frameworks, or other public sector procurement routes.

Location: Remote working with regular travel to our Northern office.
